During economic downturns, attention must be paid to design criteria that should be value-engineered to lower construction costs and offer lower rents.  The demand for well-priced housing continues during all phases of economic activity. Basic common area amenities cannot be reduced, Class-A housing projects need gyms, pools, clubhouses, on-site management, gates, dog parks, picnic areas and walking trails.
